Earthworks set the levels, the bearing ground and the drainage for everything built after them, so the package starts from the geotechnical report and the topographic survey. Ground conditions change the method more than any other factor. Around Madinah, basalt turns excavation into rock breaking and cuts the output per day. Riyadh is mostly limestone and sand, firmer and drier, but hard bands still appear and need a rock allowance.
