The build-up is a compacted subgrade and base, a bedding sand layer screeded to level, blocks laid in the pattern shown, then edge restraint and joint sand. Edge restraint matters most. A paved area without it spreads under traffic and the pattern opens, so the kerb or concrete edge is set first and the blocks are laid up to it.
Falls are set out before the base is laid. Pedestrian areas drain to gullies or channels, and water standing on pavers almost always points to a setting-out error. Accessible ramps follow the gradients and landing dimensions on the drawings and the accessibility requirements of SBC 201 (architectural). Tactile paving goes where the design shows it, at crossings, ramps and stair heads.
Coordination decides the finish. Utility chambers, lighting pole bases, trees and signs set the cutting pattern, and chamber covers are set to the finished level so they do not stand proud or sink. Setting-out records are kept, and levels are surveyed at the end for the as-built.
