Commissioning, not installation, is where BMS programmes slip. The devices go in on schedule, the cables are pulled, the panels are powered, and then the work that proves the system does what the specification says begins, usually after the other trades believe they have finished and while the building is still full of dust, open ceilings and unfinished plant. The first gate is pre-functional checking: devices installed to the drawings, wiring terminated and labelled, power and communications live, and the controller programs loaded. Where the specification asks for a factory test of the supervisory system or a panel, it comes before delivery to site.

Point-to-point and loop checks follow. Every point is checked from the field device through the panel to the graphic on the workstation. A temperature sensor is read against a reference instrument, a valve command is seen to move the valve and to report its position, and an alarm contact is operated and the alarm is seen to arrive. Each result is written on a signed record sheet. This is slow work, and it is the evidence the consultant relies on.

Functional performance tests then run each sequence of operation as written: start and stop, changeover, failure modes, interlocks, resets and alarm limits. Graphics are checked for correct values, links and navigation. Alarm tests confirm the routing, priority and acknowledgement behave as scheduled.

The site acceptance test is witnessed by the consultant against the approved test procedures. Items that fail go onto a punch list with an owner and a date, and the list is closed out in writing before handover.

The documents are the test procedures, signed record sheets, controller backups, as-built drawings and O&M manuals. Operator training is delivered and recorded, and the warranty period runs as the contract states it.
